hello I am trying to get imap to allow me to create folders in an inbox. It is as if I dont have rights to create them.
Also is there a tool to convert pop3 mail to imap?

There should be no conversion necessary. Your pop mail is either stored in mbox or maildir format .. mbox most likely. Simply use an imapd that supports that format. There are also conversion utilities.

Try creating them at a different level. My old system made all "folders" sub-folders of the Inbox, while my new system won't let me make any sub-folder of the inbox, but I can make sub-folders of the _account_, at the same level as the inbox.

Your pop3 mail should be in "local" folders on your client machine. Simply move it into folders on the server.
All I have is the INBOX I have no sent or delete box is there a way to do this via linux console?

I guess I should of gave a little more detail. I have tried a web based email client groupware and outlook express. I can pull up the inbox but I cant create anything. I have tried cyrus too but that one doesnt work through imap for some reason. It works fine through pop3. Also all my mail files are under /var/spool/mail would that make any differnence?

you cannot create imap folders in /var/spol/mail. your imap client is responsible for creating folders in the correct location. this is a misconfigured MUA.
