Net::RawIP Compile

CPAN fails in the same place.  I found that CPAN was one revision older than the tar ball code and I
thought it might be repaired in the new code.  Such was not the case and they both fail.

Really, all CPAN does is download, extract, make, make test, make install and keeps it all organized.
