Not exactly.  CentOS has all the same software, so you
could run a server on CentOS like on RHEL, but the
word "redhat" is not found anywhere in CentOS.  This
is because RedHat is being strict about their IP and
refusing to allow free rebuilds to use the word
"redhat" in their rebuilds.

The RHCE exam preparation textbook I have tells me I
need to remember and use several GUI configuration
tools in RHEL because some of them are faster than
doing it in the CLI.  These GUI configuration tools
are named things like "redhat-config-network" and
"redhat-config-users".

I don't know what CentOS uses in place of "redhat" in,
say, "redhat-config-users", but if you try to learn
RHEL using a free rebuild and then take the test, you
won't be used to typing "redhat-config-users", you'll
be used to typing something else.  Which means you'll
lose precious time on the test, and you don't have
much time to complete all the assigned tasks.  

For example, the testing time is so limited that the
textbook recommends pressing Ctrl-Alt-F2 *while RHEL
is installing* and editing some of the configuration
files from a terminal window.

So it seems to me that if all you want is a server,
you can get a free rebuild like CentOS, and enjoy.  If
you really want the RHCE, you'd better buy the
individual subscription of RHEL and learn the
"redhat-config-users"-type commands so you can finish
the test within the time allotted.
