RISC 200 vs CISC 450?

To make that a meaningful question, you have to ask "faster at what"?  If
your asking "at every possible thing", CISC is gonna beat RISC, but at a
specific RISC optimized task, the RISC chip always wins.  If there were an
absolute answer, we wouldn't have both kinds of systems around at the same
time.
