I don't mean to defend any one particular person, and I agree that curtains
made from cash are a bit much... But I do think that you're oversimplifying
things a bit when you draw a line between business managers/owners and "the
people actually doing the work".

While it's true that a CEO may not do as much hands on work as his or her
employees, it's important to consider vision and risk. Chances are, there
was a time before the company existed. It was during that time that someone
had a creative thought and was confident enough in it to risk a great
deal... Perhaps a mortgage on the house, perhaps a ton of credit card debt,
perhaps a personal line of credit, etc.

When the risk paid off, and the company grew, that person became - presto! -
the rich boss who didn't do any work.

Simply not fair.

Now, the example I've drawn may not apply in the cases you're complaining
about, but it might. Mightn't it?
