FC4 and tzdata

Thanks to a script that Scott Medlock sent me, I've
successfully and painlessly updated DST on my FC4
webserver (and fixed the missing timezone files I
inadvertantly deleted).  

Thanks for all the wonderful assistance.  All of you
are the greatest!
