Semi-OT: Ham License required for Packet Radio?

I had to find the link, as I had discussed this with my dad at one time.

So you can do packet, with a technicians license.  I discussed this with him, because I found a bootable distro, aimed at ham users.  (long since lost the link).  He is licensed, and I am not, though some point and time....
