Technically he didn't say they were "from Japan" just "seen...in
Japan". And if they are indeed as old as you indicate, it is certainly
reasonable to believe they have been seen in Japan. In English.
Probably by native Japanese speaking people being amused at the English
interpretation of Haiku.
