To clarify:

RPM is to install (maintain/remove) a software RPM or source SRPM.

To "build" is to build/install/compile a program from source, often 
using the "make" utility.

RPMBUILD is to create an RPM or SRPM for distribution/installation 
somewhere else.

To work with source RPMs, you use RPM to install them (into the correct 
portion of the source tree), then you use "make" to compile/install the 
software.
