DSL and NAT'ed customer addresses

[Hanasaki JiJi]

Noticed a freind of mine has an IP that doesnt match the IP that shows 
in log files when he hits my host.  Guessing he is behind a NAT system 
or this is inherant in PPOE?

Any thoughts on how he might run a server that can have connections 
initiated to it from anywhere on the net?
