That's what you want to do.  Just throw someone into compiling all thier code.  
Not everyone wants to go this route.  Last time I checked Red Hat only 
compiled in the debug  dug on things they considered unstable.  Albeit some 
of these choices are questionable it is not the norm for the applications 
they distribute.
