Internet through DTV

Dish size has two major effects.  A larger dishes gives better signal 
strength.  To some extent, dish size is dependent on frequency.  Lower 
frequencies have a longer wave length and require greater reflecting 
area.  Being closer to the equator buts you in a better position from a 
signal strength stand point, but satellite broadcasts, like most 
broadcasts, can be beamed to certain locations and the transponders may 
not point your way enough for you to get a decent signal.

(BTW - the dish is a passive reflector, not an antenna. The actual 
antenna element is located at the focal point of the dish.  I could give 
exact figures for frequency and wave length, but my ARRL handbook has 
come adrift.  I have been accused of using a microscopic black hole for 
my filling system. No telling WHERE anything is in this mess!)

All governments "own" the entire frequency spectrum within their 
borders.  Some are pretty lax about reception devices, but man are not.  
Out of band transmitters and receivers can get you jailed in a great 
many countries - including the USA!
