Setting up anon ftp in debian...

It sounds like you might have wu-ftpd installed.  Do the files 
"ftpaccess" and "ftpusers" exist in /etc?  As I recall, you can enable 
anonymous FTP by removing the "anonymous" and "ftp" lines from 
/etc/ftpusers and adjust anonymous behavior in /etc/ftpaccess.
