In Gnome 1.4, I believe that programs (the panel) that you would like to
lauch
on start-up are specified in the "Gnome Session Manager" which should be
somewhere in the control panel.

What probably occured was that you killed the panel and then left Gnome and
answered "Yes" to the question to save you "Session Settings".
