Apache redirect

For all internal links and images in an html page,
Apache is sending the local IP '192.168.1.x' 
instead of the external IP '65.69.72.x'.

I have changed the ServerName both to 'localhost' and to
the external IP. I have turned UseCanonicalName ON, OFF, 
and DNS.

According to documentation, this should make the server
send back '65.69.72.x', but it is not doing so.

What am I missing?
