That is a simple answer, the courts don't understand the internet, and technology.
The cable company would make an argument that using an IP sharing device is 
analagous to the telephone hacking for free long distance of the 80s.  Congress
would then become outraged that this is going on in America, and ammend the anti-
terrorism bill to include using NAT as a terrorist activity.  The cable companies, 
and DSL companies would then threaten everyone they catch using NAT with jail, but 
offer them an out if they subscribe to their more expensive business service.
