remote login

Is it possible to disable remote login on a user-by-user basis
for telnet or ssh services? I know I can use ftpusers for ftp,
but how about these? 
Since things have switched to xinetd I'm not sure how to do the
configs on stuff like I did thru inetd and tcpwrappers. (I know
its probably not all that different, but when you just start to
get a handle on one way, and it changes, its kinda disconcerting
to say the least!)
