Audio Encoding Question

I have some books-on-tape that I want to convert to .ogg format.  My stereo
has a feature that will allow me to dub tapes at 2x speed.  Is there a way
(that anyone knows of) to take the resulting wav file and get my audio
encoder to encode it at the correct speed so my ogg file sounds normal?  I
already looked at the oggenc documentation, and it doesn't look like it can
do that.
