Changing providers

Even with SDSL you are still limited by distance. You are just not limited
by speed - well, you are, but you pay for whatever you want up/down. 

As for running a server, just do it :) I won't tell! Besides, the only
real problem is having a dynamic IP. My ip has not changed in over 6
months on my ADSL connection, and my friend's cable connections have not
changed either in over a year.
