The history I see shows that FTP ran over NCP, and then changed to TCP in 1980. I didn't see anything about UDP in there (I could have missed it). Regardless, it has been running exclusively over TCP for 20+ years. Ed Allen wrote:

It appears to have changed while I was using the superior SFTP. It *used to be* entirely UDP.
I suppose that since every machine now has TCP it was decided to be a better file transfer protocol.
