I'm not sure those are the only options. There are probably plenty of
people that show up on the mailing list and forums that doesn't know
crap about anyone here (such as myself), and there are probably plenty
of people who are unable to show up who would feel very disappointed
if they couldn't have their say. What about doing it at a meeting,
with the option to phone in your vote? The ability to taint the vote
by using multiple phone lines and changing your voice is much slimmer
than creating multiple email or forum accounts. This could also filter
out people who aren't interested-- if nobody knows who the hell you
are, your vote isn't counted.
