intermezzo will force some edits before checkin when there is a file that has
been changed independently -- i think -- i would ask svn, or add to
the svn source,
some features, after thinking about what exactly the semantics should be.

IMO the one-main-master semantic with svn is completely acceptible, including
the occasional downtime.
