you need to read just a bit more closely. The Merlin server is free,
or I wouldn't have it.

Now why in the world do you go and recommend an A+M+P solution
that costs money when there are half-a-dozen produced for free
in the open source community?

There are others. I personally wrote the last one; it's useable for
your
windows box. Xampp is available for Windows and Linux.
