W982e Bootable image?

There were three versions of Windows 98 Second Edition, Upgrade Retail,
Full Version Retail, and OEM.

OEM was the only bootable CD that Microsoft released because OEM's
requested the feature.

Retail versions (upgrade and full) were not bootable.
