Maybe/probably.  You may have to do some research and potentially a kernel
recompile to get this going.  (I don't have a TV card, so I don't know what
all's involved.)

Yes.

AFAIK, Debian has the largest collection of packages of any Linux
distribution.  You can look to see what's there at www.debian.org--go to the
'Packages' link.
