eBay Member Billing Information Uptaded

This is definitely a scam.  There is an @ symbol between the second %6F and
first %32.  The part of the link before the @ symbol is just the equivalent
of a username with no password.  The actual site appears to be
211.63.162.93:7301.  When you click on the link in IE or Mozilla (usually),
the link in the address bar shows up only as http://signin.ebay.com/.  The
%70%77 notation hides everything in the link (as viewed in the address bar)
that follows it .
