Ok, found my own solution, and before my own post showed up here.

There's this OO utility called "spadmin" that is run as root.  It's mostly for 
adding printers, but it's also for adding fonts.

Using DrakFont (NOT ready for real use) to display the font directories (under 
"remove fonts", doesn't make sense but...), I manually installed the fonts in 
each directory to OO.  Now I actually have an Arial font.  How it managed to 
grab "Scarab" instead I'm not going to worry about.

You'd think something could tell OO "look at the X Font List".
