You should be able to do a
1. /etc/init.d/cupsd restart
If that doesn't work try
2. /etc/init.d/cupsd stop
/etc/init.d/cupsd start

Also, I noticed that you were putting in the box name, instead of
127.0.0.1, this will go to the eth0 interface instead of the lo
interface.  I have never gotten it to work by going to the eth0, just
the lo

http://127.0.0.1:631

Let us know what happens.
