The Jabber IM networks support 'transport' to the ICQ network as well as
AIM, Yahoo!, and MSN.

check out http://www.jabber.org for information about the Jabber
Foundation. The Jabber protocol is the only open standard for instant
messaging and is currently under review for IEEE certification as an
internet standard. Once you have a jabber ID, you subscribe to an ICQ
transport using your already established ICQ ID and that's it!

There are tons of clients for Jabber out there for Linux, Mac, and
Windows. I really like "Gabber" and "Psi" for Linux. Gabber is GTK
(Gnome) based; Psi is QT (KDE) based.
