Useradd question

Here's a question I haven't been able to answer on my own. In using the
useradd utility to create new users on a RedHat system, the
/etc/default/useradd value for GID is 100. However, when new accounts
are created, the UID and GID are the same, incrementing from 500 with
each new account.

Does anyone know where it is RedHat overrides the default setting, or
how?
