File suit on what grounds.  You can file a civil suit if you have
evidence of a wrong being done, but just having a law doesn't do that. 
You can break the law, and then fight it in criminal court, pushing it
through to the highest authority that will take it.  You cannot just
sue, saying I think this is wrong.
