State of wireless in KC?

I've been kicking around the though of starting a wireless ISP outside
of KC between two small towns and serving them both.  One of the major
factors that is halting this is security issues.  If I'm going to shell
out the money to lease a T-1 line and buy all the access points,
antenna etc... I don't want anyone free loading from me.  I've been
searching for ways to force users to authenticate, use encryption, or
login by some means that would allow me to regulate who connects.  I've
pretty much hit a brick wall as just about everything I've come up with
in light says '40bit web is insecure'  well duh...  I plan on using
linux for the servers and I'm sure atleast 90% of the users will be
using windows clients.  I've only been researching for a couple of days
and am probably not using some proper key words in my search.  I was
wondering if anyone out there has experience securing an 802.11 based
network or could point me in the right direction.
