Ouch.  Long ago I tried just that once and it did indeed work *once*. My
device "file" then became the ordinary copied file too.  It may have been
a bug of years ago or cp did what it was supposed to do, I don't know.  
Since then, I have always used cat:

cat <filename> > /dev/st0
