DSL Speed/Limits?

Folks -
Here is the question I sent, and the reply I got. What I'm wondering is
am I being blown smoke? Does this seem reasonable based
on other user's DSL experiences or is Telocity just taking the "lazy way
out"?

Desc : Curiosity - I'm under 13k feet from the Central Office, have
(according to the tech) "a good, strong DSL signal", but never waver
from
393048 bps.
Tried different cabling, unplug all phones, etc. but never budges up or
down. Should I not be able to get better than that?

Dear Mr. Hoelscher,
A faster/higher speed at your distance will provide a less stable
connection. You'll suffer from packet loss and intermittency. The
speed you're set at is perfect for your loop length (distance).
