I looked around on the net a little and ran across this

which was apparently prepared for WTO protesters. Assuming that the general
parts are also true in KC, it would seem that a permit ought not be required
for civil protest or pamphleting which does not interfere with pedestrian
traffic, etc.
Handing out CDs might complicate things since theoretically this might be
taken like handing out product samples (a commercial activity). Having a
large group there might also complicate things; being in the street without a
parade permit would probably be a no-no.
I'm not a lawyer, etc, etc.
