Where the heck is Apache at?

Do 'rpm -qa | grep apache'

I get:

apache-devel-1.3.9-4
apache-1.3.9-4

I suspect you need apache-devel installed.  If not, try

rpm -U ftp://rpmfind.net/linux/redhat/redhat-6.1/i386/RedHat/RPMS/apache-devel-1.3.9-4.i386.rpm
