So you buy all that yellow journalism? This is the biggest utility project
this area's ever seen, and the cuts to other services just mean that the
other services don't have good records of where their runs are. Given the
scope of the work, the number of problems has been remarkably small, but
it's a big enough project you can make an 'ohmygawd' story out of it.
