I don't see how such laws could have much effect on you, for the simple reason
that the telemarketing crowd has already pee'ed in your pool. Even if I might
be willing to talk to someone from your firm, you'd never get to me simply
because I have to assume you're a telemarketer.
Some firm once sent me a questionnaire and a ten dollar bill in the mail.
That's the only thing that's ever worked on me. Just treat people with
respect.
