Actually, "boulevard" doesn't imply direction at all. Boulevards are
broad landscaped roads, typically tree lined. Obviously this is not
always the case, but then again there are a lot of things in this country
that don't make sense. "National Pork Awareness Week" comes to mind as an
example.
Often the word "parkway" is synonymous with "boulevard".
