Most of the major tax software producers have web based tax preparation
sites. I did my taxes on Linux this way last year. When you're done, you
get the files electronically and a PDF of all your forms for your records.

If the person is looking for a free($) one, I'm don't believe it's
possible for one ot exist due the government charging high fees to
interface with their systems.
