Absolutely.  And it would be a perfect example of private enterprise filling
the gap between provided government services and public needs.  I can
provide hosting, adsense banners, and accounting.  Someone who enjoys
working with that crazy google maps technology would have to make
it work.  kcbusmonster.com?  kcatasucks.com?  the floor is open for name
suggestions...
